摘要:环境影响评价是一项技术，实行环境影响评价制度，改变了过去传统的只重视眼前的、直接的经济效益的经济发展方式，把经济效益与环境效益统一起来，实现经济与环境协调发展。在认识、掌握经济规律的基础上，为合理部署工业、农业、水利、林业、渔业、牧业及人口结构布局提供了可能，是正确处理经济发展使之符合国家总体利益和长远利益，强化环境管理的有效手段，对确定经济发展方向和保护环境等一系列重大决策上都有重要的指导作用。

　　　本文在对某市重要的生态工业集中区所在地区的自然环境、社会环境、环境质量状况调查和评价的基础上，进行建设项目对环境可能产生的影响进行预测和评价；并针对建设项目对环境可能产生的不利影响，提出相应的环境保护对策和减缓措施，以使建设单位、设计单位在该项目的设计、建设和运行中做好污染控制和环境保护工作，为各级环境主管部门的环境管理工作提供依据。从而达到既能有助于城市的良好规划，又能使得该地区的环境质量和生态环境得到有效地保护的积极作用。

　　　本文环境评价重点为：开发现状分析、规划方案分析、环境容量分析与污染物总量控制、公众参与、区域环境风险分析、工业集中区规划综合论证与环境保护措施。

Abstract:Environmental impact assessment is a technique of environmental impact assessment system. It changed the traditional emphasis on immediate, direct economic benefits of economic development, economic and environmental benefits are united to achieve economic and environmental development. The basic understanding of economic laws make the deployment of industry, agriculture, water conservancy, forestry, fisheries, stock raising and population structure possibly. It is effective way to strengthen environmental management and conform to economic development of the country's overall and long-term interests. It has an important role in determining the direction of the economic development and environmental protection.

　　　In this paper, it predict the possible impact on the environment based on the environmental quality investigation and evaluation on the natural environment, social environment of  the important ecological Nanjing Industrial Zone. The report advance corresponding environmental protection measures and mitigation measures to the adverse on the environment. It benefits the job of pollution control and environmental protection in the project design, construction and operation of construction and design units. further more, it provide the basis for environmental management at all levels. Environmental impact assessment both contribute the city planning and effective protection of the environmental quality and ecologic environment in this area.

　　　This environmental evaluation focuses on the analysis of the development, planning analysis, environmental capacity analysis and total pollutant control, public participation, regional environmental risk analysis, comprehensive verification of industrial concentration area planning and environmental protection measures.
