摘要：近年来,随着服务贸易自由化和服务业的高速发展,全球服务业外包市场获得了快速发展.软件外包是世界软件业发展的一个趋势,全球软件服务外包产业正在跨入一个全新的发展阶段。宿迁地区的软件外包产业已经起步，并取得了一定的成果，但也受到经济基础、人才缺乏等因素影响，本文从宏观理论角度对宿迁软件外包产业的发展现状进行分析，并总结了影响其发展的主要因素，最后结合本地区特点提出相关发展建议，以期能为推动宿迁地区软件产业承接外包的能力提供帮助。

Software outsourcing is world software, a tendency of the development of the global software service outsourcing industry is entered a new stage of development.
