摘要：21世纪以来，世界经济呈现出多元性、立体性、整体性的基本特征。在经济全球化、科技日新月异、国际竞争日趋激烈的形势下，特别是金融危机以来，世界经济增长缓慢，各国纷纷出台新的贸易保护措施，我国遭受的贸易壁垒大量增加，迫切要求我国建立一个新的贸易保护体系，以适应新时期国际贸易的需要。本文主要从我国贸易保护体系建设的现状及我国遭遇的贸易壁垒特点方面，分析我国现在的贸易保护体系存在的缺陷。然后从分析贸易保护体系建设与贸易壁垒应对的关系入手，总结我国基于应对贸易壁垒的贸易保护体系建设的思路，探究新时期我国在兼顾应对各国贸易壁垒和建立自己的贸易保护体系中的重要举措，为我国对外贸易献计献策。

ABSTRACT：Since the 21st century, the world economy presents the basic characteristics of diversity, three-dimensional, holistic. In the situation of economic globalization, science and technology with each passing day, the increasingly fierce competition in the international situation, Especially since the financial crisis, world economic growth slow, countries have introduced many new trade protection measures, trade barriers suffered a massive increase in our country, presses for China to establish a new system of trade protection, to adapt to the needs of the international trade in the new period. This article mainly from the trade protection system construction status in our country and the characteristics of barriers encountered by our country, analyzes the problems existing in the trade protection system construction. Then from analysis the relationship of trade protection system construction and barriers to trade deal with, summarizes the thought of our country construction trade protection system based on the response to the trade barriers, look in to the important measures of our country, in both deal with trade barriers and to build their own trade protection system in the new period, suggested ways and means for China's foreign trade suggestions.

中国作为一个发展中大国，其贸易商品大多属于劳动和资源密集型产品，无论是关税的还是非关税的贸易壁垒对我国对外贸易的发展都有非常深远的影响。贸易保护是一种十分复杂的经济现象，它的历史和现实充满着悖论：它既有歧视性又有合法性，既有贸易限制的主观动机又有促进各国国内发展的客观效用。因此，其对我国的影响是多重的和不确定的。但是面对别国刻意对我国设置的贸易壁垒，我们无论如何都应坚定立场，在保护自身的同时适时反击。因此我国在贸易保护体系建设时，应更多地考虑在贸易壁垒应对方面的措施，这样才能有方向性，有针对性地建设我国的贸易保护体系。本文在此将利用我国遭遇的贸易壁垒的特点及贸易保护体系建设与贸易壁垒应对的关系来探讨我国的贸易保护体系建设思路。

    本课题的主要内容分为以下几个部分。首先讲述贸易保护的起源引入话题。然后阐述我国贸易保护体系建设的现状以及存在的问题，再总结我国所遭受的贸易壁垒特点。最后在分析贸易保护体系建设与贸易壁垒应对的关系基础之上，来探讨我国贸易保护体系建设的思路。
