内容摘要:随着知识经济的发展和社会分工的细化,企业创新性留人理念也发生了巨大变化,本文基于此探讨了一种创新方式——人力资源管理外包,并认为此方式已逐渐成为企业提高核心竞争力的重要手段。通过成功实施外包,企业可降低经营成本、改善经营绩效、提升人力资源部门的战略价值。然而,企业在实施人力资源外包时也面临着许多潜在的风险,如果风险发生时企业不能及时提供控制方案,就会对企业造成严重的打击。因此,对人力资源管理外包的风险进行识别和建立有效的应对机制具有重要意义。 关键词:人力资源外包; 风险; 防范;
Abstract: With the refinement of the knowledge-based economic development and social division of labor, innovative enterprises to keep people concept has also undergone tremendous changes, based on this in an innovative way - human resource management outsourcing, and considered in this way has gradually become enterprises to improvean important means of core competitiveness. Through the successful implementation of outsourcing, companies can reduce operating costs, improve business performance and enhance the strategic value of the human resources department. 我国企业的人力资源外包起步晚,但发展快,从二十世纪九十年代初开始,东南沿海地区的许多企业纷纷开展外包,给企业带来了诸多发展优势。人力资源外包作为企业降低管理成本和风险、促进企业管理的专业化和规范化、提高企业核心竞争力、转嫁企业的劳动诉讼风险、增强企业对新技术响应的速度与效率的重要措施之一,近些年在人力资源管理领域中成为开展得越来越普遍的一项创新活动。但是,在人力资源外包给企业带来各项发展优势的同时,实践中也不乏外包失败的案例。在人力资源外包中也存在着很多风险性因素,例如外包服务商选择方面的风险、企业文化冲突的风险、信息安全及经营安全的风险、员工流失与抵制的风险等等,所以企业在选择人力资源外包前,必须对外包风险进行预估分析,做出相应的防范措施,才能更好地享受人力资源外包所带来的诸多便利。
