摘要:稀土，作为一种珍稀而又不可替代的高新能源和军事战略储备资源，在国际贸易中占据极其重要的地位。中国的稀土储量，产量，用量，出口量都是世界第一，可是中国在稀土市场上却没有话语权。中国企业主要分散经营，实行"低价竞争",以至于市场混乱。本文基于对中国稀土出口和贸易情况的分析,从稀土市场结构和我国国情入手,从管理和政策找到突破口,对稀土出口贸易存在的问题提出了完善稀土资源利用，提高稀土话语权的切实可行的建议。

Abstract:Rare earth, as a kind of rare and irreplaceable high energy and military strategic reserve resources, in the international trade hold a very important position. China's rare earth reserves, production, consumption and exports are world first, but China in the rare earth market is not right. China enterprise mainly decentralized management, a "low price competition" that confusion of market. 　　　中国在稀土资源方面的优势可谓得天独厚，分布广，成矿条件好，有价元素含量高，但就是因为它的好，才更应加强保护。正如十一届全国协委员、共青团上海市委副书记陈凯所提的意见：第一，高度重视对稀土资源的开采利用，建立专门机构对稀土进行统一管理。第二，严格限制稀土开采总量，控制稀土出口量，争取国际定价权。第三，健全法律法规，制定企业准入门槛，严格控制外资企业进入稀土开发领域。第四，进一步加强对稀土的研发和应用，通过技术创新促进产业升级，提高产品的附加值。如果能很好贯彻这几点，那么中国稀土产业前景一定一路光明。
