摘要:建立多层次的社会保障制度，为城乡居民提供切实的社会保障，是建立社会主义市场经济的基本要求，其中，医疗保障制度尤为重要。在20多年的改革进程中，中国医疗保险制度改革基本完成了从公费医疗、劳保医疗到社会医疗保险制度的历史性转变,初步形成了“低水平、广覆盖”的社会医疗保险体系。虽然改革取得了长足进步，但在改革过程中，仍存在一些问题：缺乏公平性，弱势群体保障受限、大病救助制度资金缺乏以及政府多头管理等。

　　　本文以无锡地区为例，先对医疗保险的含义和内容做了诠释，然后分析了无锡医疗保险制度的现状，接着根据有关资料和数据，分析形成这种现状的原因，致力于找出解决现存问题的对策，并对未来无锡医疗保险制度的发展趋势作出可行性预测。

Abstract: The Basic Requirement of The establishment of the socialist market economy is to establish a multi-level social security system which can provide social security for urban and rural residents, especially to establish the medical security system. In the past 20 years of the reform process, The reform of China's medical insurance system has basically completed the transformation from the history of public health services, medical insurance of social medical insurance system and initially formed "Low level, wide coverage" of the social medical insurance system. Although the reform has made great progress, there are still some problems, such as the government multiple management, the lack of fairness, protection of vulnerable groups and a serious illness relief fund.

　　　In this paper, We take Wuxi as an example .Firstly, We explain the meaning and content of medical insurance are explained   , Secondly , by the analysis of the status of Wuxi medical insurance system , solutions to existing the countermeasures of the problem are found in accordance with the relevant information and data and the analysis of the causes of the formation of this situation. The last and most important is to make the feasibility of prediction of development trend in the future of Wuxi medical insurance system .
