摘要：发展循环经济是提高资源利用效率，实现资源节约和实施可持续发展的必由之路，也是提高城市与区域经济竞争力，促进地区经济发展的最佳模式。大连市在建设可持续发展“大大连”的过程中，必须改变传统的经济发展模式，走循环经济发展之路。循环经济是在可持续发展思想指导下，对能源及废弃物实行综合利用的生产活动过程，它要求把经济活动组成一个“资源—产品—再生资源”的反馈式流程，其特征是“低开采，高利用，低排放”，本质上是一种生态经济。近几年大连市在循环经济发展中取得了一些成绩，本文从法律体系、循环经济观念、技术支撑体系和制度四个方面进行详细论述，通过对大连市发展循环经济的现状和其优越性等方面进行分析，提出了大连市目前发展循环经济的障碍和建议，以推动大连市循环经济更健康的发展。
