摘  要:  近年来,我国的房地产市场不断升温,即使是在政府的一再抑制措施下,房地产热仍没有完全退去,商业银行住房抵押贷款业务也开展的如火如荼。可是随着业务的发展与扩大,其所带来的问题和风险也日渐暴露。2008年全球金融危机的爆发,及时给我们敲响了警钟。美国次贷危机的教训让我们认识到了银行的信贷业务的风险防控的重要性。而回头看我国商业银行住房抵押贷款风险防范机制的现状,从最基本的业务操作到市场机制的制约影响再到经济政治的大背景,都存在很多缺陷和漏洞,为此,本文在对我国住房抵押贷款的风险因素进行分析的基础上,提出防范风险的对策建议。研究显示,只有把银行自身管理制度的改革和国家法律法规以及政府监管体制的完善相结合,才能使商业银行的住房抵押贷款体制更加适应社会主义市场经济的发展,从而进一步的控制其带来的风险。

Abstract: In recent years, China's real estate market continues to heat up, the housing boom has not receded completely even in the government's repeated suppression measures. The following housing mortgage business from commercial banks is also developed in full swing. However, with the development and expansion of such business, the problems and risks are increasingly exposed, and luckily the global financial crisis of 2008 alarmed us timely. We can easily recognize the importance of risk prevention and control of the bank's credit business from the lesson of America's subprime mortgage crisis. Look back to the status of the housing mortgage's risk prevention mechanisms of commercial banks in China, from the most basic business operations to the constraints of the market mechanism and then to economic as well as political background, we can find tremendous flaws and loopholes in it. Based on the analysis of risk factors on our housing mortgage, this paper will present the risk prevention countermeasures. It is proved that only integrate the banks' own management system, laws and regulations as well as the improvement of governmental supervision, can we make commercial banks' housing mortgage mechanism more adaptive to the development of socialist market economic system, thus control the risks of it in a further place.
