摘要：危机似乎是个令人紧张的字眼，其实它既包含着危险，也包含着机遇。任何一个社会、国家、组织和个体，都不能避开它的影响。因为所有的组织都是有由组织内部成员与内外部环境的交互行为所构成的动态平衡系统。近些年，我国危机事件频繁发生，作为我国特殊的行政组织机构，同样作为政府与公民的桥梁 ，社区在处理公共危机方面发挥着越来越重要的作用。本文以南京市建邺区南苑社区为例， 以危机发生前，发生时以及发生后为线索 。通过研究我国社区在处理公共危机方面所采取的措施， 从而有利于更好更及时的解决危机给社会给公民所产生的恐慌和不安。

Abstract: Crisis seems to be a word that will unnerve people. Actually, it includes not only the danger, but also the opportunity. Every society, country, organization and individual will be influenced by the crisis. That is because the organizations are dynamic balanced systems consisted of the interactive behavior made by the inside members and outside environment. In recent years, crisis occurred frequently in our country. Community, which is not only the special administrative organization in China, but also the bridge between people and government, plays a more and more important role in dealing with the public crisis. In this paper, Nanyuan Community in Jianye District, Nanjing City will be an example in analyzing the intervention made by Chinese community before, in and after the crisis. In studying the measures taken by the communities in our country to deal with the public crisis, this paper aims to give better methods in relieving the scary and tension caused by crisis through the timely elimination of crisis.
