摘要：建设服务型政府是近年来我国在全面贯彻落实“三个代表”重要思想和科学发展观的重要举措。目前我国的改革进入到深水区，研究我国是如何建设服务型政府以及其面临的问题至关重要。但服务型政府在构建的过程中也存在观念与理论、管理体制、监督体系等方面的重大问题，因此从治理理念、民主参与、制度建设、监督体系等方面阐述应对措施是改革的重要内容。

Abstract:In recent years, our country comprehensively implement the "three represents" important thought and the scientific outlook on development, that is to build service-oriented government. At present, the reform of our country has entered the deep-water district, research is how to build a service-oriented government in our country and the problems that we are facing is critical. But, in such aspects as concepts, rules and regulations, management system and the supervision system have many problems. therefore, expounding the countermeasures from the concept of governance, democratic participation, the system construction, the supervision system and other aspects that is the important content of reform.

随着全球化进程的加快和科技的日新月异，各国之间的竞争也日益加剧，竞争的压力迫使政府必须以更有效的方式、更强的能力去应付复杂的国际环境，政府的治理能力成为一国综合国力和竞争力的一种主导性因素。同时，民众权利意识的觉醒，公共需求的多样化和个性化，也对政府工作提出了更高的要求。如何摆脱传统的官僚制政府的束缚，培育和构建一个具有合法性和价值基础的、更具民主和法治精神、更具经济、效率和效能、更具责任和回应性、更加透明和廉洁、更具有公民服务意识的新型政府模式，成为政府改革亟待研究和解决的课题。
