摘要：随着网络技术的不断发展，微博媒介的普及，公民政治参与呈现一个新的特点。越来越多的公民通过微博发表自己的政治见解，从而有效地推动了民主政治的发展进程。然而这个过程中存在的问题也束缚着公民政治参与的质量。本文从政府、公民和微博媒介这三个角度提出具体解决建议，旨在提高公民微博政治参与的意识和能力，使公民政治参与更具民主化和有效性。

Abstract: With the continuous development of network technology, the popularity of microblogging media, citizens' political participation presents a new feature. More and more citizens to express their political views through micro-Bo, which effectively promoted the development of the process of democratic politics. However, this process is also tied with the problems of quality of political participation of citizens. This paper from the government, citizens and the media microblogging solve these three angles make specific recommendations aimed at improving the awareness and ability of citizens microblogging political participation, political participation of citizens more democratic and effective.

当前，我国互联网技术发展势头迅猛，已进入“应用网络时代”。越来越多的人通过论坛、实时通信和私人网络空间等互动平台对国家事务等一系列的社会活动阐述自己的看法和观点，也提出了对政府决策有一定影响力的“民声”建议。微博时代的公民政治参与，既考验着党和政府的公共决策能力，又考察了我国公民的参政素质和问政能力。
