摘要：随着经济社会的发展，提升地方公共服务能力，是构建服务型社会的重要内容，是政府职能转变的重要环节，对促进和谐社会的建设有着重要的意义。本文结合目前地方政府公共服务能力建设的必要性和所存在的缺陷，提出解决路径，从而提升政府公共服务能力。

Abstract:Along with the development of economic and social, improving the capacity of local public services, is one of the significant part of Service-oriented government but also the important link of biotransformation the government function.  It has important significance in promoting the construction of harmonious society .The essay Was elaborated the necessity of local government's public service function, combining the the deficiency of local government public service ability construction, puts forward the path, so as to improve government public service ability.
