摘要：提升地方公共服务能力，是政府的职能之一，其对地方的经济、文化和社会的发展有着重要的意义。当前地方政府的公共服务能力，有了明显提高，取得积极的成就，但是总体上存在着服务水平偏低、效率不高、发展不平衡等不能完全满足公众需求的地方，必须树立“以人为本”的行政理念，创新公共服务方法，建立公共服务的绩效考核机制，加强公民的参与意识，进一步加强地方政府公共服务能力建设。

Abstract:Along with the development of economic and social, improving the capacity of local public services, is one of the responsibilities of government, but also to promote the construction of harmonious society has important significance. Was elaborated the local government's public service function, affirms the achievements, combining the the deficiency of local government public service ability construction, puts forward the path, so as to improve government public service ability.
