农民工市民化的困境及对策分析

——以南京新型城镇化建设为例

摘要：随着我国现代化进程的不断推进，农民工市民化已成为现阶段我国加速城市化和产业结构变化的必然过程，也是一种极其深刻的制度变迁。国务院总理李克强在今年“两会”的政府工作报告中表示，要加快农业转移人口市民化，深化户籍制度改革，放宽城镇落户条件，建立健全“人地钱”挂钩政策。而如何尽快落实“人地钱”政策，让那些已经在城市长期就业和居住的农民工及其家庭成员真正融入所在城市，平等地享有现有城市市民享有的公共服务和政治权利，切实提高他们的社会地位，不仅要让他们“进得来”，更要让他们“住得下”和“活得好”，本文以南京新型城镇化建设为例，紧密结合新型城镇化建设的内在要求，从政府、社会及农民工自身等方面入手，全方位探寻破解农民工市民化的路径选择。

Abstract：With the advancement of China's modernization process, urbanization of rural migrant workers has become the present stage of accelerated urbanization and industrial structure change in our process, is also a kind of extremely profound institutional change.
