摘要

目前我国城市化进程正在大规模推进，城市规划中存在不少的问题。规划是一个公共政策，有其自身的科学性。它应该实事求是、理性客观，应该遵循整合、经济、安全、美学、社会等原则。然而当前城市规划面临着同质性、重复性、短视性等普遍存在的问题，如违章建筑屡禁不止，规划布局混乱、居住拥挤、交通阻塞、城市规划盲目求大不注重实际，城市基础设施规划滞后，地方特色不鲜明等。这些问题的存在，反映了我国城市规划失效的问题，其失效的原因大体上有这样几个方面：不健全的城市规划法规，开放度不足的编制体系，被政治、经济等各方利益所左右及规划人才的缺失。解决城市规划失效的问题，可以从这样几个方面思考其对策：健全城乡规划法规体系，加大违反城乡规划处罚力度，健全规划行政体系、整合城市规划的力量，让公众参与城市规划及培养规划人才。

Abstract

At present the city of our country has changes a process to be being large-scale advance, at the same time the city planning has produced many problems. Planning is a public policy, which has its own scientificity. Therefore, it must be realistic and objective. Urban planning should follow the principles,such as integration principles, economic principles, safety principles, aesthetic principles and social principles.However the current urban planning faces the problems of the homogeneity, repeatability and nearsightedness, such as long-standing unlicensed construction, disordered planning layout, crowded residence , traffic jams, the city planning blind expansion, behindhand urban infrastructure, the similar local characterristics. These problems reflect the urban planning of failure in our country which may be for these several reasons.First urban and rural planning law is not perfect; the second reason is the closed establishment system;then urban planning is related to profits of different groups; Last but not the least, urban planning is lack of talents. To solve the failure problem of city planning, there can be derived from such aspects: thinking about the countermeasures to improve urban and rural planning law and establishment of strong of unauthorized punishment system, perfecting the planning administration system and integration of city planning force, letting the public participation in city planning and training talents of planning.
