摘要:“基于B/S的电信运营支撑系统”课题是由于所在公司的业务需求所进行的集成开发项目。本系统以J2EE为开发平台，采用基于B/S的多层次结构为开发模式，并根据其动态行为模型设计管理数据库，实现了具有对用户服务自动化、多种权限管理、用户业务的各种查询与操作的电信运营计费系统。

　　本系统是一个运用MyEclipse作为开发工具，Tomcat作为web服务器，以MySQl为数据库，基于SSH（Struts+Spring+Hibernate）架构的集用户管理模块，资费管理模块，管理员管理模块，账单管理模块，账务管理模块，自服务模块，权限管理模块于一体的电信计费系统。

Abstract:The topic "Based on B/S's Telecom Operation Support System" is the integrated development project which is due to the company's business requirements.This system based on J2EE for development platform,based on B/S multi-layer structure to develop pattern,and based on the dynamic behavior model to design and manage the database,achieved the telecom operation and billing system with automation for customer service,a variety of rights management,and the various query and operation of users' business.

　　This system is a telecom billing system which is using Myeclipse as the development tool,using Tomact as the web servers,using MySQL as the database,and based on SSH(Struts+Spring+Hibernate)architecture and contains user management module,pricings management module,administrator management module,bill management module,accounts management module,self service management module and rights management module.

　　　目前，电信计费系统开始向灵活、可扩展、定制化演进。国内电信市场的高速发展和竞争的加剧，促使运营商转变经营模式，从以往以资源营销为主和单向业务为中心的业务经营模式过渡到以客户为中心、以业务集成和打包服务为中心的现代经营模式，电信计费系统是保障顺畅的端到端业务流程和运营结果最终体现的核心系统，基于这些转变和需求，SI提供的计费产品和服务也跟着发生转变。未来计费系统更需要充分考虑人性化设计，尤其是用户便捷实时的自助服务系统。
