摘要

　　　明朝中期，随着国力的日益衰微，边备废弛，边疆地区的民族矛盾也日趋激化，北方边地形势趋于险恶。明朝著名的政治家杨一清临危受命，总制三边，主持陕西边备事务期间。他赏罚分明，励精图治，针对时弊采取有效措施：对茶马贸易运营制度加以改革，恢复明朝初年的茶马贸易；积极修复边墙，增设卫所，保障当地军民正常生产生活；选拔将领，招募新兵，加强训练，扩充军队，改善武器装备，增加边地军事力量；加强与少数民族的联系，促进边地安定。他的这一系列改革措施，大大改善了西北的边防，有效的防范了蒙古的入侵，为安定西北三边做出了突出贡献。

Abstract

　　　Mid-Ming Dynasty, with the decline of national power, edge preparation negligence that the ethnic border areas have become increasingly intensified in northern border situation became dangerous.
