摘要:食品安全问题是世界各国普遍关注和重视的问题,这个问题能否妥善解决直接关系到经济和社会的发展。商业利益的推动使我国的食品安全问题日益显露,一系列食品安全事件如毒奶粉、地沟油、牛肉膏等导致消费者对我国食品安全的信任程度呈下降趋势。这些食品安全问题直接对公共健康造成了威胁,不利于食品行业的安全健康发展,同时也突显了我国食品安全监管制度及模式存在缺陷。本文首先阐述了完善我国食品安全制度的意义,接下来指出目前我国食品安全制度存在的缺陷,通过借鉴国外先进的经验,提出了完善我国食品安全制度的措施。 关键词:食品安全;食品监管;食品安全执法;食品责任保险制度
Abstract:Food safety is the world pay much attention and paying more attention to the problem, this problem can be solved properly directly related to economic and social development. In the interest of business to promote China's food safety problems have become increasingly apparent, and a series of food safety events such as poison milk powder, edible oils, beef and lead to consumer to our country cream food safety degree of confidence to drop. These food safety problems directly to pose a threat to public health, to the detriment of the safety of the food industry healthy development, but also highlights the food safety supervision system in our country and the mode of the flawed. 食品是人们生存和发展的物质基础,食品安全与公众身体健康和生命安全密切相关,不安全的食品往往会引发一系列生理疾病,甚至可能成为杀人的利器。如食用含“瘦肉精”的猪肉可能诱发高血压、心脏病;食用“地沟油”会引发腹痛、贫血、中毒性肝病;食用含“塑化剂”成分的食品会导致心血管疾病、肝脏疾病、泌尿系统疾病。在食品生产过程中食品添加剂可能成为食品的不安全因素之一。食品添加剂在一定范围内使用一定剂量对人体无害,但超范围和用量使用则会表现出毒性效应,甚至可能引发癌症或导致人体畸形发育。不安全的食品严重威胁公众身体健康和生命安全,因此,必须通过食品安全制度对食品的不安全因素进行控制与管理,最大限度减少食品安全问题存在的风险,进而保障公众身体健康和生命安全。食品安全是公众身体健康和生命安全的保障,是提升国民身体素质的最基本要求,食品“质”与“量”的达标又有赖于食品安全制度的完善。由此可见,完善我国食品安全制度是保障公众身体健康和生命安全的一道重要防线。
