摘  要：本论文以鹤庆县第二次土地利用调查的基础数据为依据，通过对鹤庆县农户进行调查，分析了农村土地利用现状，并提出了提高农户土地利用率的相应措施。研究结果表明：鹤庆县农用地利用主要存在利用结构不合理，开发利用水平低，缺乏因地制宜合理种植，人均耕地少等问题。并从完善农业基础设施，加大农用地整理复垦，优化农用地结构，提高农民素质等方面提出相应的对策措施。

Abstract: According to the basic data of land use in Heqing County, obtained by the second land survey, this paper analyzed the current situation of land use and to conclude with measures that could increase the rate for proper land use, by conducting interviews with local farmers and citizens in Heqing County. Research Results: The main problems with making use of the farmland in Heqing include, but are not limited to, ill-suited structure, low utilization rate, a lack of reasonable and appropriate planting and less cultivated land per capita. Research recommendations: (1) develop the infrastructure for agriculture, (2) improve the management and reclamation of the land, (3) optimize cultivated land structure, (4) advance education for farmers，to escalate the rate for proper land use.
