摘要:伴随着我国经济建设的高速发展,房地产业也处于飞速发展时期,成为了我国国民经济的支柱产业,直接关系到国计民生。面对我国人多地少、资金匮乏的现状,研究如何合理高效地利用有限的建设资金,对房地产业有着十分重要的意义。加上近三年来,国家一再针对房地产行业出台相关调控措施。因此,对建设项目进行全过程的造价管理,科学有效地确定和控制工程造价,是房地产行业存活和发展的必经之路。 本文首先分析了国内外的工程造价管理理论的研究背景,在这样的背景下,工程造价管理的研究显得十分有意义;其次,介绍了全过程造价管理理论以及实施全过程造价管理的阶段划分,其中,重点阐述了投资决策阶段和设计阶段的造价管理。本文结合滨江花园住宅楼项目的实际情况,针对滨江花园一期工程造价管理存在的问题,提出了滨江花园二期工程228栋住宅楼必须实施从投资决策阶段到竣工结算阶段的全过程造价管理措施,重点分析了二期工程前期两个阶段的控制造价的措施,以后三个阶段的造价控制为次重点,最终达到了控制造价的目的。 关键词 房地产;开发项目;全过程;造价管理
Abstract:Along with the rapid economic development in China, the real estate industry is in a period of rapid development, has become a pillar industry of our national economy, is directly related to the beneficial to the people's livelihood.Facing the present situation of our country person much ground is little, lack of funds, study how to reasonably and effectively use limited construction fund, has a very important significance for the real estate industry.With the last three years, the state has promulgated relevant measures to regulate and control the real estate industry.Therefore, the whole process of cost management of construction projects, scientific and effective way to identify and control of project cost is the only way which must be passed, the survival and development of real estate industry. This paper first analyzes the research background of the theory of project cost management at home and abroad, in this context, research on the cost management of the project is of great significance;Secondly, introduces the theory of the whole process of cost management and the implementation stage, the whole process cost management, focuses on the cost management of investment decision-making stage and design stage.In this paper, combined with the actual situation of Bin Jiang Garden residential building project, aiming at a phase of the project cost management problems of Bin Jiang garden, the two phase of the project Bin Jiang garden 228 residential buildings must be implemented from the investment decision-making stage to the whole process of cost management measures of completion settlement stage, focus on the analysis of the two phase of the project in two stages of cost control measures, after the three stages of cost control as the focus, eventually reaching the cost control objective.
