摘 要:改革开放以来，中小企业飞速发展，为我国的经济、社会的发展作出了非常重要的贡献，在我国国民经济中占据越来越重要的地位。但是，近年来我国中小企业的发展不仅面临着融资难、企业管理水平低、自主创新能力以及市场竞争能力弱等老问题，同时又面临着不断产生的新问题：用工荒、原材料物价上涨、人民币升值等等。当前，随着金融危机对我国经济负面影响的逐进一步加深，我国中小企业举步维艰，陷入困境，特别是那些以外贸出口为主、没有自主知识产权及自主品牌的劳动密集型加工企业，遭受的打击更为严重。因此,找寻我国中小企业经营受挫的深层次原因，研究对策来解决中小企业在经营中遇到的困难，能够保障我国的中小企业走在稳定健康的发展之路上，促进国民经济水平高速提升。

　　　本文阐释了何谓中小企业，大中小企业的规模界定，以及有关企业经营问题的国内外研究现状，系统地说明了青岛市中小企业发展概况，并以此为理论基础，通过对大量数据和资料的整理分析，介绍近年来青岛市中小企业的发展概况，深入研究了“后金融危机时代”青岛市中小企业经营受挫的表现以及其经营受挫的深层次原因，根据出现的问题，有针对性地从宏观和微观两个方面，提出了有效措施来改变青岛市中小企业经营受挫的现状，提高其生存能力。
