摘要:从08年开始，由发端于美国的次贷危机所演化的全球金融危机，对全球的经济产生了重大的冲击， 在这样的背景下，中国近几年为应对国际金融危机的冲击增加了公共投资，继续增加投入，实行积极的财政政策，通过增发国债进行国债投资，拉动国内经济的增长。但是国债投资本身促进经济增长不是最终目的，它应当牵动民间投资刺激国内有效需求的增长，才能使国民经济步入长期稳定快速的增长，以获得更大的国债投资效应。国债投资效应是对宏观经济和社会的协调所产生的效用。通过充分评价国债投资效应可以了解我国国债投资对国民经济学的层次作用，以及所带来的宏观影响和微观效应，并根据这些影响提出调整国债投资规模和结构的一些政策建议。本文通过评价我国国债的投资效应，通过对比其积极作用和消极作用，然后进行分析，提出适当的对策，以便完善我国的国债投资结构和效用，为我国的经济可持续发展提供帮助。
